After reading these pages, am I correct in thinking that if our turnover is below £85000 you don't have to use MTD, our turnover fluctuates yearly but the last few years has been below £85000. We are on the flat rate scheme and I have not had any letters from HMRC . I normally submit via Gateway

Thanks for your question.

If your taxable turnover is below the VAT registration threshold then you will not need to follow the MTD rules. Section 2.1 of VAT Notice 700/22 discusses this.

Several of your replies say:
"All current information in regards to Making Tax Digital for VAT is in the following links on our website, in particular VAT notice 700/22 talks about how to keep your records digitally."
and you then provide the links.

VAT notice 700/22 para 3.2.1 says:
"HMRC will also accept digital links as:
- XML, CSV import and export, and download and upload of files"
but does not provide any details.

Neither of the links you have provided describes (or provides links to) any of the technical details of the digital interfaces.

It is therefore incorrect of you to say ALL current information is in the links.

Please could you provide links to:
- the details of the MTD VAT API;
- the format of the CSV file you will accept; and
- details of any test servers for the API and the CSV file.

Hi,

We often refer to this notice as all general information in regards to MTD can be found in this link, we do appreciate there may be more complex queries that cannot be answered within this notice and are happy to deal with these via online referral or by contacting the helpline.

HMRC states which records should be kept digitally, such as VAT registration number, time of supply and rate of VAT etc. In regards to the digital interfaces, you would need to discuss this with your chosen software provider as they will provide information in regards to which format of digital file they will accept.

In response to the question from VATMatters posted on 11/01/2019

HMRC will police compliance with the MTD VAT obligations just as it does with all of the other taxation obligations that it administers. We will also use the information from boxes 3 and 6 provided in the 9 box VAT form to help identify businesses mandated for MTD.

We are writing to businesses to ensure they are aware of their new MTD obligations. If they have not already done so, this letter will prompt them to get ready for MTD. We will not block access to the portal until someone has signed up for MTD.

HMRC recognises that businesses will require time to become familiar with the new requirements of MTD. During the first year of mandation, HMRC will not pursue filing or record keeping penalties where businesses are doing their best to comply with the law. HMRC will continue to take action to safeguard VAT revenue, and sanctions remain possible in cases of deliberate non-compliance.

I have obviously not made myself clear as the "software provider" could be us.
That's why I asked for the technical details of HMRC's interface.
For example,
1) what is the format of the CSV files that HMRC will accept?
2) assuming MTD for VAT is an XML exchange (like PAYE) please provide a link to the XML schema
3) please provide details of any HMRC servers which may be used bu developers for test purposes.
(We are a software company and can develop our own solution [and submit it for approval if necessary] )

We contacted SDSTeam@hmrc.gsi.gov.uk last week (before we found this forum) and have yet to receive an acknowledgement.

MTD for vat- mid size companies

Hi there
we are a mid size company and the Corporate Treasury dept ( for Mid size companies) has informed me today that because we pay vat on account, and that we do not need to comply with MTD.
Is this true?
I thought it was deferred until October,for those companies who pay vat on account.
However the lady today from Corporate Treasury Dept has told me that MTD does not apply to companies who pay vat on account, and we must continue to submit vat returns through the govt gateway on hmrc site, as we have always done.
However when i rang the vat general helpline, they said it is deferred until october for us.
Which is correct, as it is contradictory advice and i dont know which is correct.

Making Tax Digital for VAT has been deferred until October 2019 for a minority of businesses that have more complex requirements, including traders that make Payments on Account.

Will the making tax digital change apply top Companies and individuals in bankruptcy or liquidation/ administration apply to them and how will this be implemented as currently paper returns are fine both for CT and VAT
