How to communicate with HMRC from abroad without telephone?

I emigrated in 2015. I took my accounts with me, but come the time to file my tax return, I found that my online password was not recognised. I also lacked the required code to send in a written tax return. HMRC did not responded to my letters. I have been unable to find an email address. The online webchat is blocked in the USA. I am not able to use telephones. I have been unable to send in tax returns or even tell HMRC that I have emmigrated as I cannot communicate with them from outside the UK! While I did visit last year, the wait to get a Job Centre appointment, which I couldn't arrange from outside the UK, was longer than my visit. A webchat person that I was able to talk to while in the UK did say that the HMRC could write to me at my foreign address, but I did not receive anything. I can't even tell HMRC that it was not received from outside the UK.

Is there some way for this ex-pat to communicate with HMRC and sort this mess out? No doubt HMRC have been piling on penalties while not giving me any communication options that I can use. I can email, I have internet. I can write letters. I could use webchat if it wasn't blocked... Surely someone at the HMRC is tasked with dealing with disabled ex-pats by one of those methods?

I don't even have the option to write to my MP as I no longer have one...

Hi,

If you live outside the UK you can submit your tax return using 3rd party software.

You do not need a code to send in a paper return.

Our correspondence address is Self Assessment; HM Revenue and Customs; United Kingdom; BX9 1AS.

We can write to you if we have your current address. We do not have the facility to contact customers by email.

If you do write to HMRC please include your UTR (unique taxpayers reference) number on all correspondence.

I do not have my UTR. That is why I could not send in a paper return either where either my UTR or something similar, or was (it's been 3 years) required. It is probably why HMRC has not replied to my letters? Without my UTR, I can't even make a complaint about being unable to find a way to communicate with HMRC... I know that it is my error losing my own details, but surely I am not the first and there is some way to recover them from abroad? I only have my NI No and my last UK address to identify myself.

Hi,

You should quote your national insurance number on all correspondence. This will allow us to access both your self assessment and PAYE records.
