Can you claim wholly, the expense of using an accountant? Also letting agents fees?

Thanks for your question.
Fees incurred on preparing accounts for commercial reasons will meet the "wholly and exclusively" test. The cost can therefore be deducted in computing the rental profits.
You cannot, however, claim for personal fees: for example, fees incurred on preparing a tax return.
There is further detailed guidance at:
You can claim for the letting agents fees as an expense against the rental income received.
